Zenkyoren adopts “Fujitsu Cloud Service powered by Oracle Alloy” and “Oracle Analytics Cloud” for stable operation and advanced utilization of its information systems

Fujitsu Limited today announced that it will implement "Fujitsu Cloud Service powered by Oracle Alloy" (the sovereign cloud) and "Oracle Analytics Cloud" (a BI tool) as the new foundation for the information systems of National Mutual Insurance Federation of Agricultural Cooperatives (Zenkyoren). Construction commenced in August 17th 2026. This sovereign cloud will be provided through Cloud Platform Services, an offering from Uvance that enhances IT infrastructure management, and will be operated in Fujitsu's domestic data centers to ensure confidentiality and sovereignty.

Zenkyoren, which handles “mutual support” (Kyosai) businesses such as "people, homes, and vehicles" insurance within the JA Group, utilizes its information systems for tasks such as visualizing contract performance management for each policies across various regions and analyzing data like the number of registrations for its policyholder’s portal websites. Approximately 45,000 employees from Zenkyoren national headquarters, prefectural headquarters, and JA use this information system daily. While Zenkyoren's information system department primarily manages its operation and maintenance, frequent system upgrades and the complex support structure due to dispersed contact points for each cloud service and middleware posed significant challenges. Furthermore, the traditional BI tools required a certain level of knowledge and experience for data analysis, necessitating the establishment of an environment where more non-technical staff could easily utilize this data.

By leveraging Fujitsu's expertise in system upgrade management, the sovereign cloud will be introduced to reduce the burden associated with Zenkyoren's system upgrade tasks. Fujitsu's dedicated specialists will also ensure advanced operations through performance evaluation and security analysis. Furthermore, Fujitsu's knowledge in cloud service operations and support will enable both efficient routine maintenance and stable operations. This comprehensive approach, where Fujitsu handles system infrastructure from design to operation, maintenance, and support, will unify the contact point and reduce the inquiry burden for Zenkyoren during upgrades and outages.

Moreover, since this sovereign cloud is operated in Fujitsu's domestic data centers, it meets high confidentiality and sovereign requirements. This allows for the assurance of data sovereignty for Kyosai businesses within Japan, addressing geopolitical risks and cybersecurity concerns.

"Oracle Analytics Cloud" leverages AI for data search and analysis, enabling easy extraction of necessary information and analysis results from vast amounts of data through intuitive operations. This service will empower staff members who previously faced challenges with complicated BI tools to utilize data more effectively with AI support. Fujitsu will also contribute to data-driven decision-making at the management and operational levels by supporting Zenkyoren's practical data analysis with AI.

Fujitsu will continue to support Zenkyoren's data analysis operations through the stable operation of its information system infrastructure, contributing to the stable provision of Kyosai systems aligned with Zenkyoren's philosophy of mutual aid. Furthermore, Fujitsu aims to promote operational efficiency by utilizing AI for tasks such as detecting performance degradation and responding to customer inquiries through dedicated personnel in the future operation of this sovereign cloud.
